I have been a tenant of Romans and he has broken numerous promises to do repairs and maintenance. He got me to sign 3 different leases and he has been a con artist! I have a home for disabled women in HB. He has retaliated, harassed and discriminated against me. He has caused me so much stress it's ruined my life. He must be stopped!

I think I would be very concerned if I was a tenant currently living in one of the following addresses, owned by RL Enterprises:

700 Paularino Ave.: Costa Mesa, CA
770 Paularino Ave.: Costa Mesa, CA
3067 Yellowstone Dr.; Costa Mesa, CA
778 Paularino Ave.; Costa Mesa, CA
12582 Josephine St., #E; Garden Grove, CA

The Nevada BK court has filed motions to value all 5 of these properties. And that is only what public records are showing. One can only imagine how many more there are.

Thanks for keeping us informed about what Libonao is up to. He is currently in Chapter 11 bankruptcy over the following properties:

778 Paularino Ave. in Costa Mesa
6501 Brad Dr. in Huntington Beach
2630 E. Omaha Ave. in Fresno
1116 N. 3rd St. in Lompoc
1120 N. 3rd St. in Lompoc
215 Warren Ave. in Bakersfield

There are a total of 52 secured and unsecured creditors involved. 52.

I agree, I'd be very concerned if I was a tenant living in any of these properties. I'd be asking myself:

Is he paying his creditors with the monthly rent payments I'm making, or is he keeping it to enhance his lifestyle?
Is he maintaining the property I'm living in, or ignoring my request for basic maintenance?

I'd be interested in hearing from some of these tenants.

He took a holding fee of $2500 from my friend and when the rental fell through, he did not return the money. He said he would in 45 days which and went. He's called her names and refuses to return her money. He is very shady!

This is a very sad, but predictable, story when it comes to Libonao. And just in time for Libonao the Grinch to steal Christmas. Desperate people do desperate things.

One needs to understand that Libonao is a classic example of a grifter. His sole objective is to get his hands on other people's money. He doesn't work. He sold numerous second and third Deeds of Trust to unsuspecting investors, then took all of his properties into bankruptcy. Dozens of people lost millions of dollars with Libonao's LLC, called RL Enterprises. All "legal," of course. And in 6 years he will be eligible to do the same thing. Go the Links section of this website and see for yourself.

My advice to you is to tell your friend to do 2 things: First, take Libonao to Small Claims Court. As long as their claim is under $10,000, they can file for a hearing for a fee of under $100. The judge or magistrate is usually very sympathetic to tenants who get screwed over by greedy landlords. Secondly, I'd file a fraud charge against him at your local police department. From what we see, hardly anyone is filing police reports against him, for whatever reason. This case is clearly criminal. File soon. It doesn't cost anything and they can file a report in under 30 minutes. It is the only way to stop this grifter.

I can get this guy. He's playing with a scam that is created by starting a corporation and stripping the business of all the money and then filling bankruptcy. He thinks he can hide behind the corporate vail, but I know how to make the prosecutor see through it. The money goes into a different account and under a different name..I am just beginning this process to get this guy put away. Stay tuned.

Thank you for your post. It has amazed us since the early days of our site that Libonoa is not in prison. We think it's because his many scams lack one or 2 zeroes. Like any good con man, he does his best to stay under the radar. Not sure why more of his victims don't report him to their local police department. But, maybe these investigations are currently in process. What we do know is that the more tImes he is reported for fraud, the sooner he will suffer the consequences.

BTW, he's filed bankruptcy twice already, and we're certain he will do so again, when he can get away with it.
