xxx xxxxxx Costa Mesa, CA is my neighbor, the home of Roman Libonao. He has lived here for years and to date has broken just about every local code and law imaginable. From running mowers and gardening at 7a every Sunday (a full hour before ordinance allows) to littering surrounding properties with garbage, to having the police repeatedly at his homes (he owns three, all together, and one of them or another always seems to be in some sort of trouble), this "gentleman" has single-handedly lowered property values neighborhood wide. He is hostile, aggressive, and threatening. Rather than reporting him for the initial incidents I politely asked him to please save mowing and other noise for 8am, the earliest approved hour in this jurisdiction. He did not even turn the mower off to reply, he simply removed a gardening glove to flip me the bird and told me to "stop being such a loser".

From what I am reading, it looks like xxx xxxxxxx has been recently foreclosed on. Could this mean he's going to be gone soon? While I pity the neighborhood he lands in, we could not be more eager to get him out of ours!

Truly intolerable individual. My heart goes out to all that have fallen victim to him. I wish you the best and would love to see all that he's burned in a class-action against him. How many more does he have to scam, rob and betray before that's an option?

Do you know if he still lives at his house, or if he rents it out to a rehab tenant?

He still lives there, owns the house on either side of it and has turned both of those into rehab homes. Three houses, all in a row, all owned by the same awful landlord.

I'm curious, does he still mow his lawn at 7 AM on Sunday mornings? I drove by their the other day, and all seemed relatively quiet. Hard to imagine anyone being so obnoxious.
