One thing I would do is make sure a Notice of Default has not been filed against the property you are interested in. I am sure you saw how many NOD's and tax liens have been filed against him and his various properties.
One thing I would consider before moving in is if he has so many tax liens and NOD's filed against his other properties, how much cash does he have available, in case something happens to the property you are renting? Would he be able to pay for a new dishwasher or fix the roof?

I rent a home from Roman Libonao in Huntington Beach. This landlord has breached his contract with me and is horrible about doing maintenance and repairs to the property. He kept getting me to give him loans and rent advances and promised never to raise my rent or evict me and to be a great landlord. I've been over three years without an oven! I have disabled women that live with me. Now that Libonao has taken me for everything he could he is threatening to retaliate by raising my rent and evicting me. I'm so stressed out. Any support or advice would be appreciated.

First of all, my heart goes out to you. Your story is particularly disturbing. I'm not an attorney, but here is what I would do:
1) Contact the City of Huntington Beach. I'd start with the city attorney: (714)536-5555.
2) Contact the CA Dept. of Real Estate and file a complaint. Their number is either (877)373-4542 or (213)576-6885. Libonao's license number is 01110512.
3) I would also contact the Americans with Disabilities Act. If you would like to file a complaint, here is their website: https://www.ada.gov/filing_complaint.htm.
4) Lastly, you may want to check the title of the property you live in. It will tell you who owns it, or what company or LLC owns it. This can be done by contacting a title, real estate, escrow or lending professional. From there, do a Google search and you can find out easily if that entity is currently involved in foreclosure activity. I would then go the the Bankruptcy section of this website. A question you may want to ask yourself: Do I really want to live in a property that is in the process of being foreclosed on?
